First proposed by the Congress Party in 2006, it was tabled after several changes and amendments, in the Lower House or the Lok Sabha in 2015, nine years later.

A severely amended version has reached the Rajya Sabha one year later, with the final set of changes proposed by the Finance Minister, sent out to the Members of Parliament on Tuesday.

The government wants it to be implemented by April 1, 2017,

already pushed back from the April 1, 2016 deadline set by FM Arun Jaitley last year.

Here is what happens to the Bill once it is passed in the Rajya Sabha

1) Since the Bill was passed in the Lok Sabha last year, there have been major amendments to it. So it will go back to the Lower House for approval.

2) Once approved by both the houses, the final draft will go to the state assemblies where the government needs atleast 50% of the 29 state assemblies to ratify the Bill before it is accepted.

It looks like this shouldn't be a problem since 13 states are governed by the BJP.

3) Once the Bill is ratified by the states, it will pave the way for the establishment of a GST council to finalise key things like the GST rate -- which is still not finalised and a key debating point -- the extent of the indirect taxes that will be subsumed under GST, and so on.

4) The government is aiming at an April 1, 2017 deadline for the rollout of the new taxation system, but according to a Reuters report, experts say that "slippage to July or October 2017 is increasingly likely."

5) A huge IT system has to be set up, tax collectors and officials have to be trained and companies brought up to speed on a levy that will force businesses to overhaul their systems, a Reuters report said.

It would need expertise...But it appears that GST bill will further benefit the states with SS...

SS vunna states lo Central tax vundadu...Now state tax place lo kuda Central tax vastondi...So more and more benefit

But it was not Actual GST bill which is passed today.. its an amendment to constitution no 122. GST bill will be drafted now and sent to states and minimum of 15 states to pass that. Then it will come to parliament

MUMBAI: India's healthcare industry is worried that the implementation of the goods and services tax (GST) may lead to higher taxes that could erode its profits, even as it hopes that the new regime will help streamline the supply chain.


The nearly $10 billion pharmaceuticals industry is currently required to pay eight different types of tax at various stage of operation. "The biggest advantage to the industry would be that of reduction in transaction cost, with an immediate impact coming from the discontinuance of central sales tax (CST). The multistage taxation along with the inability to take the full benefit of the CENVAT (central value­added tax) credit/refund has been an issue for the industry," Manish Panchal and Siddharth Paradkar of Tata Strategic Management Group said in a report.


Analysts were sceptical, however, about the impact on the profitability of companies. "GST will help companies rationalise their supply chain. However, if the overall tax cost goes up above 12% there won't be any savings as such," said Hitesh Sharma, partner at EY, a consultancy firm. The medical devices industry too is feeling the jitters, especially the companies that import devices such as stents and radiology machines, and do not have to pay tax for storing consignments of imported goods.

Congress supported the bill after state parties and particularly after communist parties supported the bill saying the states should be given compensation for 5 years...else congress would be isolated...2017-18 madhyalo gst implement authademo..

Ramesh, you are not seeing the complete thing...

Stock Markets are very fast...GST vastundi ani last 1 month nundi peaks ku vellipoyindi...Brexit, RangaRajan and many other Global issues vunnayi still everything is negated and Stock market started climbing up and up....

Usually there will be lots of positivity in stockmarkets...Exact date mandate cheyyakapovatam, few sectors ku impact ravatam to Peaks nundi konchem taggutondi...

Its like negative talk for Bahubali in Bheemavaram midnight shows...

It does not mean Market is against GST...They are very much in favour of it and they expect it to be even more aggressive

#White goods & others that were taxed at 30-31% will now be taxed at 28% but with a rider

#Considering the inflation impact of having one standard rate, there’ll be 2 standard rates of 12% and 18%

#Aerated drinks, Pan masala, luxury cars, tobacco products to be taxed higher than 28%

#2nd will be 5% item; draft proposal said 6%,but we decided it’ll be 5% duty & these will be items of mass consumption used by common ppl

#5% GST rate on items of mass consumption. Additional revenue from 28% slab will be used for 5% slab

#Rate structure will be as follows: Zero tax rate on food grain used by common people
